Force network analyst route to follow a certain pattern

I'm using ArcGis 10.4.1 and network analyst. I'm trying to force, network analyst route to follow a certain pattern (My purpose is to construct a route that will have very few turns )

I've tried editing network attributes in network dataset properties and changing values in Global Turn Delay Evaluator, but with no success. Instead what network analyst produces is shown below, as you can see the calculated route makes no sense. Try to locate stop no11and the stop no10,  (spotted with a red circles). In addition even if i add a line barrier with scaled cost there is no apparent result.

Is there any possible explanation why network's analyst algorithm behaves like that? Can anyone suggest me any solution. Is there a way to hard code the route behavior?

Not clear why you are trying to solve for a route if your already have a route in mind?

Is it for pickups or something?

It is for a post service. There are complaints that the current analysis

force the drivers to revisit the same road several times. The route in the

first picture is indicative, what i want to succeed is a route without many

turns and avoid the pattern that is shown in the second picture.
