New widget doesn't show up in the widget dialog unless it's in the widget directory

WAB version 2.5 - we have developers who don't have access to our server and want to develop their own widgets. I created a sub-directory in the client/widgets folder with the developer's name and shared it to him. He created a sub-folder with his widget code. I added an entry in the config.json file's widget list with the URI pointing to his widget directory, but the widget would never show up in the widget list dialog. The only way I could get the widget to show up was to put the developer's widget folder directly into the widget directory, and then edit the config file accordingly. The WAB help instructions state that a widget's folder should be placed in the widget directory, even the sample widgets that come with WAB. So is it the case that I can't have sub-folders with widget directories in them?
