How is this data delimited?

Hello all,


We received this data from our friendly neighborhood appraisal district- their 2017 certified tax roll.  We're trying to work with it, but the very first task is to figure out how it is delimited!  It doesn't seem to be comma, tab or anything else- maybe custom but darn if we can figure out what that might be (FF? 000000000000000? Other)?


We contacted the CAD and they don't know either- something they're working with their new software vendor to figure out.  In the meantime, I thought I would pose this question to the community and see what folks say.  Here's a sample of one record copied directly from the Wordpad file:
