ArcMap 10.1 add CAD layer

Hi! I'm working with an older version of ArcMap and having trouble getting my CAD files to come in and display in the same format (i.e. line wt, color, etc.).

I am creating a button that find the selected feature in Service Plates and display either a georeferenced TIF or the associated CAD file. The tifs were easy enough but I can't seems to get the CAD layers displayed with Cad symbology.


Here is what I have so far:

mxd = arcpy.mapping.MapDocument('CURRENT')
df = arcpy.mapping.ListDataFrames(mxd)[0]
cursor = arcpy.SearchCursor("Service Plates")

arcpy.env.overwriteOutput = True

          arcpy.MakeRasterLayer_management("path to service plate images folder" + row.getValue("PLATE") + ".tif",row.getValue("PLATE"))

If I then look at the properties of the Polyline layer (for example), I do not have the option to use the Cad Renderer:


What am I doing wrong?
