Unable to communicate with licence server / manager

Hello Esri Community,


I am putting together a business continuity plan for a new deployment of ArcGIS Enterprise and ArcGIS Pro and wanted to try and find out what happens if ArcGIS Pro is not able to communicate with the licence manager within Portal for ArcGIS?


The ArcGIS Enterprise installation will be installed on an Amazon Cloud but ArcGIS Pro will be installed locally and in the event that the network does down or the cloud service is unavailable, will users still be able to use ArcGIS Pro?


If not, can you suggest a work around?
