I would have to guess at the question but, I suspect that the network isn't fully connected. Either there is a gap in the network or one road segment goes over top of the other, meaning they don't connect
still guessing... why do you have two locations selected in the first image? One is obviously not close enough to the roadway to participate in any kind of service area analysis, while the other is. You can specify a distance from a road that will be searched to consider locations on a network... you didn't do this when constructing the network or it isn't close enough. The easiest solution, is to move the point to the network, or draw a road from the point to the road, or change the search tolerance
Your screen shots show two network datasets in the TOC, roads_ND and roads_edited_ND. Both are turned on in the display. Which one are you having problems with? What is the source of the data? Open streetmap? Why dont you simply add one ND to map and do a large service area with lines option and see how far you can go from various locations. Any place the roads are not getting traversed need more investigation for connectivity or attributes.
