trying to select the network dataset the turn feature class will belong to

In Arc GIS 10.3.1 I have created a turn feature class in a directory where the a built network (based on a shapefile) is stored using a geoprocessing tool.  There is no place on the tool to select the network, only the directory where it is stored.  Once the feature is built I can go to properties of the feature and there is a box to associate this turn feature class with a network but it is disabled.  So when I try to add records to this feature class to impact turn restrictions I get a message that it is not associated with a network but I can;t seem to connect it to the network using the instructions in the help file.  (found at: Creating a turn feature class in ArcMap—Help | ArcGIS Desktop
