There is a difference between layers from selfhosted server and arcgis.com

I'm building a service with a clients self hosted arcgis server. I have access and can browse the web interface to get the information I require about the layers and whatnot.

 

So I pulled a layer but it seems incomplete, its supposed to be lines on a map. Many different lines.

 

Properties of the layer:


MaxRecordCount: 

      1000

Min Scale: 

      2000

Max Scale: 

    0

I've implemented a map in javascript but it seems for me that only a few percent of the full layer is available. However, if I go over to arcgis.com where the client has added their map to that service the full layer is available.

 

Is it max record that stops me? I made a toggle list where I can remove and add the layer to the map, even If I zoom in and enable it the same small portion of the layer is loaded.

I got the one, but not the second.

 

I'm loading the layer, but it does not show. Any tips on what to look for? What does arcgis do with the layers for instance?
