Esri Incident maps Import and Publish Incident tool cannot access locator.

I am working with the ArcGIS Solutions Incident Mapping and have come across an issue I cannot figure out.  After setting up my configuration file and running the Import and Publish Incidents tool I get "ERROR 000010: Geocode addresses failed. Failed to execute (GeocodeAddresses). I have tried moving the locator to a shared folder, using a geocoding service, using ESRI World Geocoding Service, all end up with the same error code.  Has anyone been able to get this tool to function?  I am using ArcGIS 10.4.1 with python 2.7.  Below is the text and error code from running the tool.
