Create relationship between FC and Table

Is there a way to create a relationship (1 to Many) between a FC and a table using more than one field?

Optionally you could create 2 relationship classes between the FC and table.

[JoseSanchez]

We are looking for ways to create a relationship or obtain all the records from a table that match 2 specific fields in the feature class.
