where is the link to download arcgis 10.3.1?

spinning my wheels... driving me crazy.  What happened to the simple download files to upgrade button????????

Everything is in My Esri ... top right of this screen, assuming that you are part of an organization or can download/upgrade on your own.  But I suspect you may be in a different situation, but here goes anyways
