When using the Public Gallery template the applications (story maps, WAB, etc.) launch as expected in a new window. The web maps however require a log in. The only work around I have been able to use is to have the maps display in a simple viewer, however if the user picks on the Map Viewer button a log in page is launched. The gallery, group, web map, and layers are all shared with everyone. I notice the url launched from the gallery includes our org njdep.maps.arcgis.com versus the url for the map has arcgis.com (http://www.arcgis.com/home/webmap/viewer.html?webmap=c924a90c91cc42acad010a94bbbaadbe). It sounds like you have anonymous access disabled for your organization.
Anonymous access controls access to your organization website, this includes any resources (except web mapping applications) that are accessed with your organization short URL (njdep.maps.arcgis.com). If you attempt to access njdep.maps.arcgis.com/home it will also prompt you for credentials because you elected to protect your organization website from anonymous users.
