Not all vehicles updating with Networkfleet GPS

We are having issues with the networkfleet connector.  We are using the 10.5 connector with Geoevent server 10.5.1.  Verizon insists that they are sending all 59 vehicles, but we are only seeing updates on 29 vehicles.  I know some other vehicles should have updates, but they are not.  I have turned on the debugging and everything shows a success for updates, but I do not see the VIN's for the vehicles that I know should have an update.  It is like they are not even getting through.  I am writing to just a CSV and i will monitor to see if they are wrote to this file.  Not sure how some, but not all vehicles are being updated.
