I Have ArcGIs Server 10.4 authorization code. How to obtain ECP file?
Follow the steps in Authorizing ArcGIS for Server—Installation Guides (10.4.1) | ArcGIS Enterprise.
Choose the following step in Authorization Method.
After the Authorization.txt file is generated, send the file to firstname.lastname@example.org
You will get the ECP file from Esri in your mail, if the license code is valid.
You could use the ECP file to finish the authorization, and for creating Enterprise Geodatabase, if needed.

How to get an authorization file or keycodes file for the new Create Enterprise Geodatabase tool at 10.1
Hi, another way is to install first ArcGIS Server with your authorization code and after you can open keycode located in disk C:\....sysgen. Make a copy of this file and add file extension "ecp" for keycode. But when you use authorization code you can get free some extension for server for few month, with keycode -> not.
After this if want to install server to another machine/virtual you can use this keycode.ecp. When Software Autorization Wizard apear select method 3 "I have received an autorization file from Esri" and add your keycode .ecp
This keycode(without extension .ecp) you can use also for create/enable geometry on PostgresSQL database or another database, for create sde connection to your database with store geometry and rasters.
Bye, enjoy !
