How to change the symbol in one polygon a old casdastre feature class, and to have it transparent and above the other attribute in the layer?

I am creating interpolation surface maps of a water quality site, and have a new data point I would like to show in the interpolated maps, yet there appears to be some editing issues with the Cadastre feature class layer which was created in 2001. 

Basically what I was hoping to do it to make one of the Polygon in the Cadastre tranparent, so that I can see the interpolated surface. As seen in the image below. The area around the square black symbol outline in black. It appears to be part of two polygon. I have create a new layer based on selecting the polygon, and setting it above the Cadastre. I can not bring the interpolated surface above the cadastre as it need to sit on top or this layer. Any suggestion would be great. Thanks
