ARCGIS 10.1 License issue

Hi All,

We are using ARCGIS 10.1 since 2012.

From the last 2 weeks, a license error message is coming up   –" The ArcGIS for Desktop Basic License is in need of a repair operation. Please access the ARCGIS administrator to repair your license”.

 

All the steps described here  (https://community.esri.com/message/322016?commentID=322016#comment-322016) were done & ‘authorize.txt’ created. This was sent to ESRI local reseller as per ESRI support’s suggestion.

ESRI local reseller informs that the ‘request file was not valid’ & they have added an Error message like this [Error:8418. Request cannot be empty. It must contain at least one request action.[Incident 4973-91190113]]

I would like to know  the significance of this error;&

also how a valid ‘authorize.txt’ can be created in this context.
