Move tool does not work properly in ArcGIS Pro

I have had issues in Pro in 1.3.1, 1.4, and now 1.4.1 (I was hoping it was fixed but it is not). This appears to be a bug. I cannot move a feature if there is another 'movable' or editable feature under this feature. 

Process:

- turn on selectable layer for just one layer

- turn on editable layer for just one layer

- in ribbon bar, click Edit, then the Move tool

- select ONE feature on the map by clicking once on the point feature

     - (there is another feature on the same layer under this feature that is NOT selected)

     - these features are in a file geodatabase

- move the selected feature by clicking and dragging.

Result:

Both features will move...  

Am I doing this wrong?

Map Topology? It's on by default.
