Full Motion Video GP Tool Installer Error

I have successfully installed Full Motion Video1.3.1 for ArcGIS 10.4 but when I go to install the Full Motion Video geoprocessing tools I receive an error message saying I need ArcGIS 10.4.x. Does anyone have a work around for this error? Currently running ArcMap 10.4.

I am getting an error after I intslled the addon.  Do I have to do something else to register it?  As well, my system is 64-bit.  Does that make a difference.
