Assigning Annotation Colour

I need to assign various colours to an annotation feature based on a field value. 

For example. 
A field in the table called Colour that has 7 values (0, 1,2,4,6, 15, 22)
If Colour =0 black, 1=blue, 2=green, etc

Any advice much appreciated.

You will have to "Define Classes of features and label each class differently."  Each CLASS would be a different font and font color.    Use the (SQL query) button to define each class.  So below you see a snapshot of 3 different classes.  Large Buildings get a Green font Small Buildings get a red font and so on.  This all controlled via the SQL query button for EACH class below.

The annotation feature class was created using FME to write MicroStation DNG in this case a text layer to ArcSDE.

I don't thing labelling is an option here. I need something like Layer Properties - Symbology tab for point or polygon feature classes whereby I can use Categories to choose symbology.

The annotation layer has a field called IGDS_Colour with numeric values that represent certain colours as outlined below.
