Attaching reference documents to form

Is there any way to attach a reference document to the survey form, so that users can consult it in the field? For example, bridge engineers may need to refer to a table of values as an input to a question on the form.

In terms of working with an external document to provide guidance, what is it that needs to be referenced?  If you have a table of values, it seems like it would make more sense to use a pulldata to bring up the appropriate values based on whatever criteria is being looked up.
