Creating ELEVATION GUIDE

I working in TLM 50K  project and I have 2 question please :-

1- How I creating them and which models I chooses and he ask me (CARTO) ??

2- In TLM SPEC the DTM should be LEV 2 ? did I can choose another high accuracy ?
