How to revoke licenses on a computer that was formatted already? 10.3.1

If the machine acted as the license manager (hosted the licenses), you need to contact Esri for resetting the licenses.
I had a recent server crash and subsequent formatting. My licenses need to be reset at this point, in order to get everything up and running again. I wrote to my local ESRI support (I'm not in the US) and ESRI at email@example.com, almost a week ago and I have had no response since. The waiting is delaying so many things, everything is grounded. Do you have any suggestion on how I can speed this process up?
You need to follow up with your local Esri distributor. They will raise a request for license reset to Esri. I don't see any other option.

With the upcoming new release of MyEsri it looks like there may be an option for this in the future. I do not know if it is limited to within the US or not. Just posting for those that are interested.
