Raster Calc Question

I am trying to add together several rasters in the raster calculator. When they are added the result only shows me the areas where they overlap.  I need for the final calculation layer to have the values of areas that are not overlapping. It has been a few years since I have done this type of analysis and I can not remember. 

Also, I need to apply the final calculation to a  group of census block groups (CBG), each score needs to aggregated to each CBG.  I was thinking that I could convert the raster into a polygon and then do a spatial join to the CBG layer.  Would that work?
