Is the offline tile generation part of standard or basic license?

Does anyone know if the offline tile generation is part of the standard or basic license.  More specifically, if I use the ExportTileCasheTask, is this restricted to the standard license in the ArcGIS SDK for .NET.  I wish the documentation listed which license you need when using what objects. 

The specific example does not run for me if I switch from the sample urls to real ones in the Samples/Offline/ExportTileCache sample.  I changed the http://sampleserver6.arcgisonline.com/arcgis/rest/services/World_Street_Map/MapServer to https://tiledbasemaps.arcgis.com/arcgis/rest/services/World_Street_Map/MapServer including changing the token URL.  I'm guessing I need the Standard license to run it, but I could be wrong.  I initialized it with my basic license string.

I have discovered that the basic license can retrieve so many levels (up to level 17 for the ESRI street maps source).  It comes out to about 275MB download.  Perhaps the size is the limit?
