Customize toolbar only shows for administrator and not for normal user

Hi Team,

I develop a customize toolbar using arcobjects for ArcMap 10.3. I'm able to add the toolbar without issue once I run ArcMap as administrator. When start ArcMap as administrator I'm able to select the tlb file and toolbar is registered and shown.

If I close ArcMap and start ArcMap as a normal user the toolbar is not shown and when I attempt to add the toolbar by navigating to the tlb file via the customization method, it shows only the list of commands button and nothing more.

Can someone please direct me on how to fix this issue.
