Splitting by aggregating other data

Hi there,

I have some service areas that I need to split down into other areas. Initially, it sounds straight forward right?

The problem arises when I need to split these areas to have approximately the same population  in each regardless of area size...

I have one layer with the population by Zip-code (GREEN) and another with the areas I need to split (RED)

So I need to create 2,3, or 4 sub areas RED with approximately the same population in them.

Any help would be appreciated.
