Trying to get % of landcover within neighborhoods

Hi there! I have a shapefile of the neighborhoods in my city.

 

Additionally, I have a landcover dataset (that extends beyond the boundaries of my city). Basically, it shows eight values, differently colored, to show different landcover (such as high density, medium density, tree canopy, etc).

 

What I am trying to do:

 

I am trying to figure out the percentage of landcover in EACH neighborhood. So I want a table that says:

 

Northside: Value 1 - 80%, Value 2 - 5%, etc. etc.

 

The sum of all values' percentages should always be 100 for EACH and EVERY neighborhood.

 

My problems are two: First, I cannot seem to figure out a way to clip the landcover dataset to the boundaries of my city, and second, I cannot seem to figure out how to do each neighborhood individually.

 

 

Any help would be appreciated!
