the platform requirements are detailed in the documentation. I am including them below. In terms of the number of features you can accommodate, the limit is really set in the server side. We have loaded over 5 million points in ArcGIS for Server/Portal for ArcGIS in our internal tests and over half a million in ArcGIS Online. We are planning to increase the number of features for our internal tests, although we do not expect any hard-limits in terms of number of features.
