Is it possible to show boundary based pop-up content inside the address search result pop-up?

When a user searches for an address, a popup with their address is displayed at its location on the map.  We have to boundary based custom pop-up messages depending on whether their address is in or out of the boundary (district to determine tuition rates).  But, this message does not show up unless the user clicks somewhere within the same boundary, or the tiny dot where their address is located. But clicking the dot only shows that there is another message (changes to 1/2), and they have to click the next arrow to see the custom message.


Is it possible to have the custom message show up with the default address pop-up, or as the primary message?
