For Esri’s geocoder, should the values be 0, -1, or some very large number beyond the normal address ranges for our municipality?

Is seems like if we use zero, those streets show up as candidates while manually matching unmatched addresses, that does not seem correct. The geocoding engine should be ignoring those segments.”
