Number of people on network at a given time

I have been looking at the functionality of the Network Analyst and I am not sure if there is an appropriate solution for my problem.

I have a polyline dataset representing routes between buildings. I also have a table listing dates, times and counts of people moving from one building to another.

Is there a way to find the shortest path between all the combinations of buildings and get an accumulative count of the number of people expected on the route at a specific date and time?

My aim is to then be able to produce a map at any given date/time showing the numbers of people expected upon each section of the paths to help see the most used route.
