ArcGIS Online OGC Exports?

Once you upload a shapefile into ArcGIS Online, is it possible to serve it back out from ArcGIS Online as an OGC service like a WMS or WFS?

I need to be able to share data as a service to users who cannot use a REST service endpoint.

I think I have asked the question correctly but much of this is new to me. Thanks for your help.

That is for an existing WMS service. This is for a shapefile uploaded to AGOL. Currently, it can only be viewed as a REST service in ArcGIS Online or in an ESRI ArcGIS program. I need it to be available as an OGC compliant service.

As far as I know, ArcGIS Online doesn't act as a WMS Server. You need to publish Map service with WMS capability from ArcGIS Server or any other Server supporting WMS capabilities. Once you do it, you could then add the WMS service in ArcGIS Online, as mentioned by Ajitkumar Babar​.
