Using multiple topology rules

I have 2 line feature classes and a point feature class.  The lines are roads and trails.  I would like to set up a topology where the points must be covered by either a road or a trail. My goal is to find the points that are not snapped to either fc.  I have set up 2 rules one for the roads and one for the trails and this is not working because if a point is on a road it then it inevitably fails the is on a trail test. Seems like I need something similar to an "or" statement in SQL. Is this possible?

The only other option I can think of is to create a temporary fc of the roads and trails merged together but I would like to avoid this because both data sets are large and edited often.
