Merge—Help | ArcGIS for Desktop will do it, but do be aware of the seam that will exist along the border of the two layers. Obviously, it is assumed that the data are in the same coordinate system and the results of the merge don't have gaps AND you will have to do the field mapping to ensure like attributes are combined.
