Error saving settings with Portal for ArcGIS 10.3.1

Hi,

 

I am getting an error when I want to save the Organization settings in our Portal 10.3.1 on premises. We are able to work with the content data (maps, services) with no problem.

 

When we change any of the Organization settings I get the error "Unable to save your settings at this time."

The log mentions "Failed to get account settings file. A JSONObject text must begin with '{' at character 0 of ". I repaired Portal installation with no luck.

 

I had help from ESRI support but the suggestion now is to remove and re-install PortaI. I am hoping someone already encountered this error and can give me some clues so we don't have to re-install and re-configure the Portal environment.
