Does anyone has an idea on how to publish annotation layer into REST API?

I have been trying to display annotation layer in REST api, I published the layer from map document including other feature layers but I didn't see this layer besides other layers. Is there way to display this layer? Any helps are appreciated.

   When you publish a MXD as a Map Service that has one or more annotation layers added to the map then when using ArcGISDynamicMapServiceLayer you will be able to see the annotation layer in your app. You can not use a FeatureLayer and point it to the layer ID of a Annotation layer as Annotation layers are not a supported type for FeatureLayer.
