How to cite Esri documents?

I was wondering how I would be able to cite the following Esri documents in Harvard referencing style (including in-text citation)?

Are they actually considered documents or web pages?

reasons...

-  static content accessed at a point in time and it can be downloaded in the form in which it was created

-   whether the content can be edited and replaced can never be known, nor is it relevant.  date accessed is the key.
