Nice looking vectors in tile cache from mxd?

I am creating a tile cache from a mxd with ArcGIS Desktop 10.3.1. The problem is that the lines and labels come out a little jagged. I have run a few test caches and placed them below. I have included the scale in arc that was used for the screenshot, the DPI, and image format from the tiling scheme (one of the scale levels is 1:1000 in the tilling scheme). Please note the changing "thickness/quality" of the lines. I have also attached a sample scheme (t14.xml).

What can I do to improve the rasterization of my mxd?
