How to get ‘value’ column of two different raster maps in to one (to have both value columns in the attribute table)?

I have two different raster data at the same resolution.

 

Data1.tif has the attribute table as follows. Values are just 1,2, and 3.

 

ODI        Value         Count

0              1              4565

1              2              1363

2              3              16954

 

 

Data2.tif has the attribute table as follows. Values range from 1 to 5000.

 

ODI        Value         Count

0              1              68513

1              2              13867

2              3              14368

3              4              678132

4              5              13646

.               .               .

4999       5000       69133

 

 

How do I combine this into a new raster map having both the ‘’Value’’ column (from Data1.tif and Data2.tif) as attribute data for the new raster grid? Like

 

The Newraster.tif should have the attribute table as follows.

0              1              1              16          

1              2              2              769        

2              3              5              41          

3              3              67           361

4              1              176         642

How can I accomplish this?
