Unexpected behaviour with iOS Application consuming compact cache map service

When accessing a tiled map service that uses compact cache, the iOS App (from the App Store) does not appear to retrieve the tiles. Rather, when we stop panning, the map service appears to generate a single image that fits the map display and hands it back to the App. It appears that the service is behaving like a dynamic service.  This greatly increases the response time and thus slows down the refresh in the app. Compare this to an exploded cache map service: when we stop panning, we see tiles coming back to the map.

Is this behaviour expected?
