how to parse/visualize .jsp file in arcmap?

hi all - I often get some good advice here and am grateful for it....always up for some more kind help...

 

I've been given a file, which appears to be a .jsp format - I'm not sure what that means as I'm not a programmer, but, in the tags are lat/lon, and I'd love to get this up in arcmap, can anyone give me some steps?  just need to make this into a table I can visualize is all, looks like a table with eight cols?
