Hello,
I have a network in which I want to account for left turns from local streets to arterial streets. I want to assign a significant delay (e.g., 30 seconds). The problem is, I want to model pedestrian travel time, so I don't want to favor travel along arterial roads. I've turned the hierarchy attribute off in my analysis layer and I'm having problems determining whether this has solved my problem.
Does anyone have any insight or proposed alternative solutions?
