Published Geoprocessing Tool Layer "does not exist or is inaccessible"

I've published a geoprocessing service with a result map service. The geoprocessing tool layer is a model that contains a python script and other tools. 

The published service works within Arcmap and is successfully drawn by the result map service, but when I open the rest endpoint of the gpserver, only this message is displayed instead of the parameter lists:

"GPTask 'name of tool layer' does not exist or is inaccessible."

Has anyone come across this message before, I'm not sure why it works within ArcMap but the rest endpoint is missing...
