Georeferencing Historical Aerial Photography

I have over 400 historical aerial photographs that need to be georeferenced.  I am following the methodology in this link:

ArcGIS Desktop Help 9.3 - Georeferencing a raster dataset


Since this is becoming extremely time consuming, I started exploring other options.


Someone suggested stitching the photos together first, then creating CPs on the stitched image.  I have tried AutoStitch, which did not turn out so well.  I ran all 400 aerials with that program so maybe a smaller subset would work better, but haven't tried it yet.


I also downloaded  FME Workbench and Windows ICE but havent had a chance to start testing them.


Before I spend the next few weeks researching and testing, does anyone have any experience or advice to help with the process?
