Optimizing ArcSDE/Oracle for viewing small parts of big polygons ?

In our ArcGIS 10.2.2 / Oracle 12c database (using SDO_GEOMETRY) environment we are finding performance very poor when viewing small parts of very large (100000+ vertex) polygons.  The RTree index is very fast at determining which polygons interact with our small region of interest, but my understanding is that in order to render the small part of the polygon that covers our small region of interest the entire polygon has to be brought down to the client in order to clip it to the region of interest.  Is there any way to configure ArcGIS to clip the polygon on the database server instead of on the client?  I'm also wondering how best to configure the varray storage for these situations - in row or out of row, compress or not, cache or not, etc.  Any hints or references to material that would clarify this for me would be much appreciated!
