Projected maps won't overlap

Sorry to bother you all again! I know this question has been asked repeatedly, but I do need some help here after I browsed some posts and replies. I have two three data layers. One is a raster file, and I define its projection as GCS_Arc_1960, the other twos are vector files, and I defined the same projection for them. Now, one of the vector file can overlap with the raster file well, but the other won't. Screenshot below can help to illustrate my question better.

I noticed that they have different extent, which confused me a lot. What did this happen?

Any suggestions on what I am doing wrong would be greatly appreciated! Cheers!
