I wonder if there a way to download orthophoto web map service published by ArcGIS Server.
Do you mean by using the 'create layer' option to the right of your selected item? or to download a permanent copy for yourself? I suspect the latter is not possible, since it isn't an option and I suspect the data may be 'used' but not copied

no i cant use this method because i tried to down load a map service which is a published mosaic data set, i mean that i need to down load the raster from a published map service is this possible?
You can not download the source rasters from a Map service. You can only do it from an image service, if downloading option is enabled by the administrator of the image service.
If you have ArcGIS 10.3.x, You can create GeoTIFF images at a high scale and reasonably good DPI from ArcMap (Export Map), and mosaic it.
how could i as administrator of the image service to enable the downloading option.
the issue here that i have an orthophoto as a map service and i need my users to get this orthophoto and download it to thier local machine to use this orthophoto, how can i apply this senario.
If you have image service extension for ArcGIS Server, publish the mosaic dataset as an image service.

If the images you want to download are only available as a tile cached map service on ArcGIS Server you can use the "export" operation to get a JPG or PNG and then create your own World file. I created a spreadsheet to help me define the bounding box for the exported image and calculate the world file parameters.
