Labels Overlapping a Symbol Set at a Higher Feature Weight

Any one have an idea keep labels from a lower layer overlapping the top layers symbol?? I've tried everything I can think of including feature weight, label priority ranking, even rearranging my layers on the table of contents. Help, what am I missing! I am creating around 1000 maps and I need to figure this out!!
