Combining Multiple Polygons Into One Polygon By Area

Hello,

 

Thank you in advance for helping with my question. I am trying to combine multiple drought layers by a single attribute (drought level). I want the output to be a single shapefile but the drought levels to be displayed as the average distance between the two previous layers.

 

To clarify: If the drought level is a 0, 1, or 2 value I still want the outputs to be a 0, 1, or 2 and not the average value 0.5, 1.5 (that a spatial join would produce), however, I want the areas to be displayed as half way between the first polygon and the second. I.e. One large polygon and one small polygon produce one medium polygon.
