Attachments - JPG downloading instead of showing in browser

Hello,

When viewing my .jpg attachments online all browsers are prompted to download the file instead of opening in a new window.

Is this the default behavior and is there a way I can modify this (by default as I want this to work in Portal for ArcGIS) ?

I have attachments enabled on my feature class and every attachment is a .jpg file.

The content-type in the _ATTACH table is "image/jpeg".

Looking at fiddler the Content-Type sent back from the server is  "application/octet-stream" (see photo below)

I would expect the content type to be the type defined in the _ATTACH table.
